CAC Mission

The mission adopted by the Kekaha Host Community Benefit - Citizens Advisory Committee, (KHCBCAC) on April 13, 2009 is:  To serve as a community advisory committee to recommend projects and their administrative process for the disbursement of the HCB Fund(s) allocated to, and in accordance with, the general consensus of the Kekaha Community.

What are Host Community Benefits?

     The objective of Host Community Benefits (HCB) is to balance the need for safe disposal of solid waste with the sacrifices borne by the host community.  The cornerstones of Host Community Benefits are mitigation (alleviation of landfill impacts such as landscaping and revegetation to alleviate visual impacts), and compensation to offset living near the landfill. 

About the HCB Program in Kekaha

In June 2008, the County Council established the Kekaha Host Community Benefits (HCB) Fund with an initial allocation of $650,000 for the purpose of compensating the Kekaha Community for hosting Kaua'i's landfill.  The Kekaha Host Community Benefits Citizens Advisory Committee (CAC), was appointed by Mayor Bernard Carvalho in March of 2009.  The charge of the CAC is to provide the County with recommendations of projects to benefit the community and to be funded through the HCB Fund.

On August 29, 2011, the CAC adopted its vision for Kekaha resulting from the HCB Funds.  As a result of the hard work and dedication of the Kekaha Host Community Benefits (HCB) Citizens Advisory Committee and with the active support of the community, Kekaha continues to thrive.

Kekaha is a community in transition from a sugar town.  Kekaha has found ways to link their newcomers and old timers.  Kekaha offers a high quality of life to its residents, enhanced by the HCB Funds. 

Families thrive and have fun together.  Health and well-being are promoted and supported by a clean, healthy environment.  People seek common ground in working together to support Kekaha and value their history and roots.  They are proud and grateful to call Kekaha home.
The people of Kekaha are encouraged to embrace the opportunity to participate in the monthly CAC Meetings.  An opportunity to have a voice in guiding, planning and making improvements to the Kekaha Community.  Attending CAC meetings provide an oportunity to stay informed, educated, be empowered and inspired to be a part of problem-solving and decision-making.  Being proactive in contributing to the betterment of Kekaha.
